Core Strategy

The Core Strategy for the Borough of Redditch is currently in the process of preparation, and will form a key part of the Local Development Framework (LDF).

Eventually the LDF will comprise of a series of Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs). All of these will need to be consistent, in their policies and proposals, with the Core Strategy.

Scoping Report (Annual Update)

This is the annual Scoping ReportPDF Acrobat  update for 2012. Every year the Borough Council has committed to review the relevant Plans Policies and Programmes to inform decision making and also to review the data in the baseline information part of the Scoping Report. It includes only policies and development targets that relate to the administrative area of Redditch Borough. Statement of Intentions

Redditch Borough Council is continuing to progress the preparation of its Core Strategy. A Revised Preferred Draft Core Strategy was available for public consultation between 21st January and 31st March 2011. The Revised Preferred Draft Core Strategy progresses the majority of its policies following previous consultation, in order to support the planning application decision making process.

However, following the emergence of the Localism Bill and its intentions to revoke Regional Spatial Strategies, the issue surrounding an appropriate housing target for Redditch has been put to one side in order to take account of the newly released 2008 household projections and to gather additional evidence to support a revised target.

In the meantime, in order to ensure a continuous supply of land for housing development, Redditch Borough Council has proposed a target for the delivery of 3,200 dwellings within Redditch on sites that it is confident will deliver the required housing.

Once evidence is in place to support a revised housing target, if the need arises, the Council will revisit the contributions to be made by currently excluded sites in order to deliver the full Strategy. A period of public consultation will be undertaken on a further revision to the Draft Core Strategy which appropriately addresses the housing needs of Redditch for the Plan period.

An Equalities Impact Assessment (EIA) is a process of systematically analysing a policy or function (in this case, the consultation process associated with the Core Strategy production) to identify what effect, or likely effect it has on different groups in the community or workplace.

Preferred Draft Core Strategy

Preferred Draft Core Strategy Consultation 31st October 2008 - 8th May 2009.

The Preferred Draft Core StrategyPDF Acrobat is a draft version of the Borough Council's Core Strategy Development Plan Document (DPD). It has been prepared with regard to the regulation changes in June 2008; therefore the document explains its association to the previous stage in Core Strategy production (the Issues and Options Document) and it also meets the requirements of the new Regulation 25.

Core Strategy Issues and Options consultation 9th May to 20th June 2008

Issues and Options is the first formal stage in the Core Strategy process. This Issues and Options Document highlights the matters relevant to Redditch Borough (Issues) and the ways in which these issues can be combated through the application of planning policy (Options). Outcome of Issues and Options consultation 

The responses to the Issues and Options consultation are summarised into two parts:

Part 1 – Issues and Options Consultation Questionnaire Responses and Summary of responses

Part 2 – Summary of responses from the West Midlands Regional Assembly and Worcestershire County Council.   

For both Part 1 and Part 2, Officers have provided each response with feedback, which generally falls into three broad categories:

(i)the comment is a valid alternative option which has subsequently been assessed through the Sustainability Appraisal

(ii) the comment suggested a general approach for the Core Strategy

(iii) the comment referred to matters not appropriate to the Core Strategy
