This guide has been written to advise and assist both new applicants and current licence holders on the laws which affect the operation of Private Hire/Hackney Carriages and also how to apply for the various licences.
Callers to the Taxi Licensing Section will not normally be seen by Licensing Staff without an appointment. This guide is not exhaustive and, if you are in any doubt please refer directly to the legislation governing the licensing of Private Hire/Hackney Carriages namely:-

New: - in order to provide an advance booking car hire service, it is a statutory requirement to obtain a Private Hire Operators Licence. This licence is issued by the Council in which the booking office is located and enables Private Hire Vehicle and Drivers to operate. All licences must be issued by the same Council.
Operators are required to keep records of vehicles and drivers together with full details of any hiring's. If an operator wishes to control his vehicles by radio, the requisite licence can be obtained from the Radio Communications Agency. The local Planning Department will advise if planning consent is required in respect of premises
