All domestic properties are placed in one of eight bands according to what they would have cost to buy on the open market as at 1st April 1991.
The valuation of properties is based on certain assumptions such as:

The Valuation Office Agency (VOA) now publishes lists of all Council Tax bandings in England and Wales on the internet.
As a Council Tax payer you can now access Council Tax bandings and make appeals on-line.
By going to the VOA website www.voa.gov.uk you can locate the Council Tax banding of your own and other domestic properties in England and Wales by accessing the Council Tax List for your own billing authority. You will also be able to make appeals against your banding provided you do so within the statutory time limits.
Council Tax Lists have been in existence since 1 April 1993 and currently there are limited rights of appeal against the individual banding of property. Appeals may only be made if the council taxpayer is a new occupier of the property (new occupiers must appeal within six months), the property is a new property which has recently been brought into the valuation list, the Listing Officer has taken action to amend the Council Tax List and the occupier wishes to object or the property has ceased to exist. In such circumstances there will be a facility to appeal through the Valuation Office's website.
