The Pre Qualification Questionnaire (PQQ) and Tender Process
As part of the pre-qualification process for contracts the Council may require companies to complete a Pre Qualification Questionnaire (PQQ) and submit information under the following headings:
- Company details including registration details and information about parent companies, partners and associates where appropriate.
- Legal proceedings against the company including any pending judgements.
- Management structures.
- Technical resource details, including staffing levels.
- References for comparable service provision.
- Financial details, including audited accounts and annual reports for the last three years.
- Insurance details, Public Liablity and Employer Liability
- Equal Opportunities Policies and records of judgements made or pending under employment legislation. The Council is part of the West Midlands Forum which requires all companies to reach suitable standards.
- Health & Safety Policies and a record of your company's H&S performance with details of any judgements held or pending against the company on H&S matters.
- Environmental Policies. The Council is keen to promote recycling and sustainability and looks to companies used by the Council to be making best use of recycled materials, packaging etc.
When a supplier has been short listed for a tender, or has expressed an interest for a open contract that has been advertised, they will be sent tender documents which must be returned by the specified closing date.
The tender documents will include all or some of the following:
Information to tenderers:Providing background information about the tender
Instructions to tenderers:Providing guidance on the completion of the tender documentation, including the deadline and details for submission, and details of the award process
Specification: Gives details of what we are actually going to procure and will always be Performance or Output based.
Criteria for evaluation: All tenders will contain a section on how the contract will be evaluated, and the scoring system to be applied.
