The Anti-Social Behaviour Team (ASBT) is responsible, in partnership with other agencies, for investigating and tackling cases of anti-social behaviour (ASB) on a responsive and proactive basis. An ASB Co-ordinator will investigate cases directly where a council tenant is involved as either the victim or alleged perpetrator of the anti-social behaviour. The team deals with a variety of cases and uses both legal and non-legal remedies to resolve issues of ASB. As a team we feel it is important to be realistic and focused on each case and we work with complainants to address their issues. The ASBT can be contacted on (01527) 534194. |
The reasons, causes, and remedies for anti-social behaviour are complex and diverse. The most appropriate solution is not always court action.

(24.50 KB)Where appropriate the ASB team will take legal action against perpetrators of ASB provided there is sufficient evidence. The actions that may be taken are civil in nature and this means that hearsay evidence is admissible in Court and that judgment is based on a 'balance of probabilities'. The exception is with Anti-Social Behaviour Orders (ASBO's which, while a civil remedy, rely on the criminal standard of proof. (20.00 KB)Anti-Social Behaviour can manifest itself in many different ways but there is a difference between ASB and criminal behaviour. Where a complaint is of criminal behaviour (e.g. damage to property, assault, riding of mini-motors on public land) contact should be made directly with the police (08457 444 888 or 999).
Where a complaint is of noise nuisance (e.g. loud music) contact should be made with the Environmental Health Department on 01527 534017.
Where there is a problem with rubbish accumulating in public areas and fly tipping The Contact Centre can assist on 01527 534123.
On issues that pertain to breach of tenancy conditions the Tenancy Team can be contacted on 01527 64252

You can also contact the ASBT on the number below for general advise. It is important the form is completed with accurate , up to date and relevant information, because it is from this that the decision will be made about which office is best placed to assist you. appendix_1.doc
(23.50 KB) Whichever route you choose the form will be sent to the ASBT where it will be logged and a decision made as to which service will deal with it. It may be the case will be forwarded to another department (e.g. Environmental Health) or kept within the team. If the case is forwarded to another department you will be advised of this, however if it is kept within the ASBT one of the team will contact you with a view to discussing the next step.
For the most successful outcome of any case it is important complainants work with the ASBT (e.g. by keeping diary sheets of ongoing ASB).
